WUBS ("Water Utility Billing System," "we," "us," or "our") operates the website at waterdistrictbill.com and the WUBS application. This policy explains what information we collect, how we use it, and the choices you have.
Information We Collect
Demo request form. When you submit a demo request, we collect your name, email address, district name, approximate customer count, and any message you include. We also record your IP address for rate-limiting purposes.
Application data. When a water district uses WUBS, the system stores customer account information, meter readings (including GPS coordinates and photos), billing records, payment records, and user account credentials. This data is entered and managed by authorized district staff.
Analytics. We use Google Analytics to collect anonymous information about how visitors use our website — including pages visited, time on site, browser type, device type, and approximate geographic location. This data is aggregated and does not personally identify you. Google Analytics uses cookies; you can opt out by installing the Google Analytics Opt-out Browser Add-on (opens in new tab).
Server logs. Our web server automatically records standard access logs including IP addresses, request timestamps, and pages visited. These logs are used for security monitoring and troubleshooting.
How We Use Your Information
- To respond to demo requests and communicate about our services
- To provide and operate the WUBS billing system for subscribing districts
- To understand how visitors use our website so we can improve it
- To monitor for security threats and prevent abuse
Data Sharing
We do not sell, rent, or trade your personal information to third parties. We may share data only in these limited circumstances:
- Service providers. We use Google Analytics for website analytics. Google's privacy policy governs their handling of that data.
- Legal requirements. We may disclose information if required by law, court order, or governmental authority.
- District data. Each water district's data is isolated in its own database and is never shared with other districts or third parties.
Data Security
All connections to WUBS are encrypted with TLS (SSL). Application data is stored on US-based servers with daily automated backups. User passwords are hashed and never stored in plain text. Access to customer data is restricted by role-based permissions — users only see what they are authorized to access.
Data Retention
Demo request submissions are retained indefinitely for business follow-up purposes. Application data is retained for as long as a district maintains an active subscription. Upon cancellation, district data can be exported and is deleted from our servers within 90 days upon request.
Cookies
Our website uses cookies from Google Analytics to understand visitor behavior. The WUBS application uses a session token (JWT) stored in your browser's local storage for authentication — this is not a cookie and is cleared when you log out.
Children's Privacy
WUBS is a business application for water district operations. We do not knowingly collect information from children under 13.

We may update this privacy policy from time to time. Changes will be posted on this page with an updated "Last updated" date.
